What this amendment would do
-
Mr. Bennet submitted SA 1368 as an amendment to the congressional budget resolution for fiscal year 2025.
-
The purpose of this amendment is to create a deficit-neutral reserve fund relating to protecting American energy manufacturing.
-
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise budget allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger.
-
These revisions and adjustments can be made for legislation relating to American energy manufacturing, as long as that legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
-
The text explicitly states that this can include prohibiting any action that would lead to companies or businesses that produce energy components or process critical minerals from moving to China or other foreign countries.
