What this amendment would do

Mr. Bennet submitted SA 1367, which is an amendment intended for the concurrent resolution H. Con. Res. 14.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to protecting air and water quality and public health and safety at the end of title III.

Key Changes to the Bill

  • Allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.

  • Allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to environmental protection.

  • Covers actions that may include prohibiting any action that would worsen air or water quality, jeopardize public health and safety, or limit access to clean air or water.

  • Requires that such legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
