What this amendment would do

As folks who vote for our leaders, we expect them to protect our health care, especially for mothers and kids. Senator Baldwin submitted amendment SA 1356 to keep our elected officials accountable by creating a new rule in the Senate.

What the Amendment Does

  • It creates a point of order in the Senate against any legislation that would terminate health care for women by decreasing access to maternal health care through cuts to Medicaid or the Children's Health Insurance Program.

  • It stops the Senate from considering bills, joint resolutions, motions, amendments, amendments between the Houses, or conference reports that decrease access to maternal health care by changing Medicaid or the Children's Health Insurance Program in ways that result in lower coverage rates, reduced benefits, or decreased affordability for pregnant women.

  • It sets a strict rule that this new block can only be waived or suspended, or an appeal of the Chair's ruling sustained, by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
