What this amendment would do
-
This amendment was submitted by Ms. Baldwin for the congressional budget resolution for fiscal year 2025.
-
It creates a new point of order in the Senate against any legislation that makes changes to the Medicaid program unless the Director of the Congressional Budget Office certifies certain protections.
Purpose of the Change
-
The purpose is to prevent Congress from passing bills that would result in lower coverage rates, reduced benefits, or decreased affordability for patients diagnosed with breast cancer who receive their coverage through Medicaid.
-
To get around this rule and pass such legislation anyway, it would take a three-fifths vote of all the Senators chosen and sworn in.
