What this amendment would do
As your analyst, I am here to break down what our elected officials are trying to do and keep them accountable to the people. Senator Baldwin submitted SA 1353, which deals with the congressional budget for fiscal years 2025 through 2034.
Purpose and Changes
-
The amendment aims to add a point of order in the Senate against certain legislation.
-
It targets any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would make changes to Medicaid or the Children's Health Insurance Program.
-
Under this rule, these measures cannot be considered unless the Director of the Congressional Budget Office certifies that the changes will not result in lower coverage rates, reduced benefits, or decreased affordability for children receiving coverage through those programs.
-
The rule can only be waived, suspended, or sustained on an appeal of the Chair's ruling by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
