What this amendment would do

This is SA 1351, an amendment submitted by Ms. Blunt Rochester to the concurrent resolution H. Con. Res. 14. The overall resolution sets the congressional budget for the United States Government for fiscal year 2025 and sets forth appropriate budgetary levels for fiscal years 2026 through 2034.

Purpose and Changes

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to preventing the indiscriminate termination of certain federal employees at the Department of Health and Human Services.

Specifically, the amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger.

These adjustments can be made for legislation relating to preventing the indiscriminate termination of specific workers at the Department of Health and Human Services who protect the health and safety of Americans. These workers include:

  • Scientists

  • Emergency preparedness staff

  • Frontline health care workers

  • Drug and medical device reviewers

  • Other Federal employees at the Department of Health and Human Services who protect the health and safety of Americans

These changes are allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
