What this amendment would do

Ms. Hirono and Mr. Peters submitted SA 135 to the congressional budget for fiscal year 2025 and 2026 through 2034. The purpose of this amendment is to add a new point of order to the budget resolution.

  • It aims to make it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces Federal funding under part B of title IV of the Elementary and Secondary Education Act of 1965. This funding goes toward before-school, after-school, or summer programs.
  • To bypass this rule and waive or suspend it, the Senate would need an affirmative vote of three-fifths of the Members duly chosen and sworn.
  • To sustain an appeal of the ruling of the Chair on this point of order, it would also require an affirmative vote of three-fifths of the Members of the Senate duly chosen and sworn.
