What this amendment would do

MR. WARNock submitted SA 1343 to the concurrent resolution for the congressional budget for fiscal year 2025 and setting forth budgetary levels for 2026 through 2034.

The purpose of this amendment is to hold our officials accountable by stopping new hurdles from being placed in front of everyday Americans who need healthcare.

Here is what the amendment aims to do:

  • Establish a point of order in the Senate against any legislation, joint resolution, motion, amendment, or conference report that creates barriers for individuals eligible for Medicaid.
  • Prevent the creation of bureaucratic red tape or onerous conditions of eligibility that make it harder for people to access health care, or that result in eligible Americans losing access to health care.

To bypass this rule and allow such legislation to be considered anyway, it would take a three-fifths affirmative vote of the Senators chosen and sworn. That same three-fifths vote would also be required to sustain an appeal of the ruling of the Chair.
