What this amendment would do
Ms. Hirono submitted SA 1341 to be proposed for the concurrent resolution H. Con. Res. 14.
The purpose of the amendment is to add a new Point of Order Against Disrupting Social Security Benefits or Interrupting Services within the Social Security Program.
It aims to make it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that results in:
- The disruption of Social Security benefits
- The interruption of services within the Social Security program
- Any such disruption or interruption caused by infrastructure upgrades to the information technology infrastructure of the Social Security Administration
The amendment adds that this rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. An affirmative vote of three-fifths of the Members is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
