What this amendment would do

MR. HEINRICH, alongside Ms. Blunt Rochester, submitted this amendment, known as SA 1314, to the concurrent resolution for the congressional budget. Common sense tells us we need to keep our elected officials accountable when it comes to managing our money and making sure our families can afford a place to live.

Purpose and Changes

The purpose of this amendment is to create a deficit-neutral reserve fund that focuses on lowering housing costs for American families. It aims to give the Chairman of the Senate Committee on the Budget the power to change budget allocations, aggregates, and the pay-as-you-go ledger.

  • It applies to bills, joint resolutions, amendments, motions, or conference reports that deal with housing costs for Americans.
  • It can include preventing any reduction in mortgage financing through the Federal Home Loan Mortgage Corporation or the Federal National Mortgage Association.
  • It comes with the strict rule that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
