What this amendment would do
-
Creates a special fund: This amendment sets up what we call a deficit-neutral reserve fund in the Senate budget.
-
Gives budget flexibility: It allows the Chairman of the Senate Committee on the Budget to change budget numbers and ledgers for legislation that deals with protecting classified information.
-
Targets agency heads: The amendment specifically points to legislation that would revoke the security clearances of the heads of Federal agencies if they fail to follow established rules for protecting information, keeping records, or meeting cybersecurity and privacy requirements that apply to other employees in their agency.
-
Protects the budget: Any legislation passed using this fund must not increase the federal deficit between fiscal years 2025 and 2034.
