What this amendment would do
-
Mrs. Gillibrand, along with Mr. Wyden, submitted SA 1311 to be proposed for the concurrent resolution H. Con. Res. 14.
-
The purpose of the amendment is to add a point of order against reducing customer service or limiting access provided to Social Security beneficiaries.
-
It aims to change the rules in the Senate so that it is not in order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would reduce customer service or limit access for Social Security beneficiaries.
-
To get around this rule, the amendment allows for a waiver or suspension in the Senate only by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
-
It also requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
