Here is the straight talk on what this amendment is about. Mr. Bennet submitted amendment numbered SA 1303 to the concurrent resolution H. Con. Res. 14.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to enhancing cross-border law enforcement collaboration to dismantle human trafficking and gun trafficking rings.

What it aims to change or add to the bill is that it allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to enhancing cross-border law enforcement collaboration to dismantle human trafficking and gun trafficking rings.

The catch—and this is important for holding folks accountable—is that this can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
