What this amendment would do

Mr. Booker submitted amendment SA 1287 to the bill H.R. 1968, which deals with continuing appropriations and other extensions for the fiscal year ending September 30, 2025. As folks we elected to office, they need to be held accountable for keeping their word to our farmers, and this amendment is all about making sure the Department of Agriculture does just that.

What the amendment changes and adds

The amendment adds specific rules for the Secretary of Agriculture to follow regarding funding, contracts, and offices:

  • The Secretary must immediately unfreeze funding for and carry out all contracts entered into before the enactment of the Act.
  • The Secretary must pay all past due amounts owed under those contracts as rapidly as possible.
  • The Secretary cannot cancel any signed contract with a farmer or an entity helping farmers, unless they failed to follow the terms and conditions of the contract.
  • The Secretary cannot use any funds from the Act to close any Farm Service Agency county office or Natural Resources Conservation Service field office.
