What this amendment would do
This amendment aims to add a new section to chapter 13 of title 31, United States Code, for automatic continuing appropriations.
The purpose of the amendment is to provide automatic funding for programs, projects, or activities if a new appropriation Act has not been enacted by the first day of a fiscal year and continuing appropriations are not already in effect.
Specifically, the amendment aims to change or add the following elements:
-
It provides necessary funds to continue programs, projects, or activities at the rate of operations from the preceding fiscal year.
-
It makes these funds available for an initial period of 14 days.
-
It automatically extends the funding for additional 14-day periods if an appropriation Act or other continuing appropriation law has still not been enacted.
-
It sets the funding for entitlements, mandatory payments, and activities under the Food and Nutrition Act of 2008 at the rate necessary to maintain program levels under current law.
-
It outlines specific rules for when the Congressional Budget Office and the Office Management and Budget must issue their final sequestration reports and orders.
