What this amendment would do

This amendment aims to change the Controlled Substances Act by adding a specific class scheduling for fentanyl-related substances and creating new registration and research rules for controlled substances.

The amendment defines what a fentanyl-related substance is based on structural modifications to fentanyl. It specifies that trafficking offenses involving a fentanyl-related substance will not be subject to a quantity-based mandatory minimum penalty.

Additionally, the amendment sets up alternative, expedited registration processes for practitioners conducting research with schedule I controlled substances, particularly for research backed by certain federal departments or investigational use exemptions. It also allows agents or employees of a research institution to conduct research without a separate registration if another employee is already registered, permits single registrations for related research sites within the same city or county under the control of the same institution, and allows certain small-quantity manufacturing activities that are coincident to research without requiring a separate manufacturing registration.
