What this amendment would do

The purpose of this amendment is to establish the Invest to Protect Grant Program within the Office of Community Oriented Policing Services of the Department of Justice. It aims to provide training and access to mental health resources for local law enforcement officers, and to improve the recruitment and retention of local law enforcement officers.

The amendment adds provisions to award grants to eligible local governments, which are defined as units of general government below the State level or Tribal governments that employ fewer than 175 law enforcement officers. It requires a streamlined application process that can be reasonably completed in not more than 2 hours.

Furthermore, the amendment outlines specific eligible activities for the grant funds, including de-escalation training, various safety and response trainings, overtime costs, signing and retention bonuses, graduate education stipends, and behavioral health services. It also includes reporting requirements, public disclosure of bonuses, grant accountability and audit provisions, and program evaluations, with up to $50,000,000 authorized to be appropriated for each of fiscal years 2026 through 2030.
