What this amendment would do

This is amendment SA 1190, submitted by Mr. Padilla and co-sponsored by Mr. Blumenthal. Common sense tells us that when we put rules in place, our elected officials need to be held accountable for following them.

The purpose of this amendment is to create a new point of order in the Senate against certain reconciliation legislation. Specifically, it aims to target bills, joint resolutions, amendments, or conference reports that do not provide dedicated funding for a very specific goal.

Here is what it adds to the bill:

  • It blocks the Senate from considering certain legislation unless that legislation provides dedicated funding to curb the illegal trafficking of firearms from the United States to criminal organizations operating in Mexico.
  • It targets criminal organizations in Mexico that are facilitating the illicit trade of narcotics and human trafficking.
  • It sets a strict rule that this point of order can only be waived, suspended, or sustained on appeal with an affirmative vote of three-fifths of the sworn Senators.
