What this amendment would do

Ms. Cortez Masto submitted this amendment, known as SA 1180, for the Senate concurrent resolution on the budget for fiscal year 2025.

  • The purpose of the amendment is to add a point of order in the Senate against anything that hinders the ability of U.S. Citizenship and Immigration Services to process tourist visas in a timely manner, which would harm the United States tourism industry.

  • It aims to change the rules so that it shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that causes this harm.

  • It establishes that this rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.

  • It also requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
