What this amendment would do
This is an amendment submitted by Ms. Cortez Masto to the congressional budget. Common sense tells us we need to hold our elected officials accountable, and this amendment is all about watching out for the pocketbooks of hardworking Americans when it comes to the cost of beef.
The Main Purpose
The amendment aims to add a point of order to the budget bill. In plain English, this creates a major hurdle in the Senate against funding certain government actions.
What It Aims to Change or Add
-
It adds a rule that makes it out of order in the Senate to consider any legislation, resolution, motion, amendment, or conference report that funds immigration enforcement actions if those actions would result in higher beef prices for American consumers.
-
It sets a strict rule for bypassing this block: the point of order can only be waived or suspended by an affirmative vote of three-fifths of the Members of the Senate who are duly chosen and sworn.
-
It also requires that same three-fifths affirmative vote to sustain an appeal of the ruling of the Chair if a point of order is raised.
