What this amendment would do
Mr. Daines proposed this amendment, numbered SA 1149, to the concurrent resolution on the budget for the United States Government for fiscal year 2025 and for fiscal years 2026 through 2034.
What It Aims to Change or Add
- The amendment adds a new section to the end of title III of the budget resolution.
- It sets up a deficit-neutral reserve fund.
- The purpose of this fund is to increase energy security and Federal revenues by authorizing the development of Federal coal at the Bull Mountains Mine.
- It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and to make adjustments to the pay-as-you-go ledger for specific legislation.
- This applies to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to increasing energy security and Federal revenues by authorizing the development of Federal coal at the Bull Mountains Mine.
- The changes are allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
