What this amendment would do
Mr. Padilla and Mr. Schiff submitted this amendment to the congressional budget resolution for fiscal year 2025. Its purpose is to create a deficit-neutral reserve fund.
Common sense tells us this allows the Chairman of the Senate Budget Committee to adjust budget levels and rules for future legislation. Specifically, this aims to add or change the budget to support legislation that bolsters civil service protections.
The amendment specifically targets protecting Federal emergency management workers against unjustified employment terminations or separations. Any legislation using this fund must not increase the deficit from fiscal year 2025 through fiscal year 2034.
