What this amendment would do
MR. PADILLA, along with MR. SCHIFF, submitted an amendment to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 congressional budget. The text was ordered to lie on the table.
The purpose of this amendment is to add a new point of order in the Senate. This rule aims to stop the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would set limits on Federal reimbursement rates for disasters.
If someone wants to pass legislation that caps these disaster rates, or wants to bypass this new rule, it would require a three-fifths affirmative vote of the Senators chosen and sworn to waive it or to sustain an appeal of the Chair's ruling.
