What this amendment would do

Mr. Padilla, along with Mr. Murphy and Mr. Welch, submitted SA 1121 to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.

Purpose and Changes

The purpose of this amendment is to create a deficit-neutral reserve fund related to protecting mental health care and suicide prevention resources for patients who have private health insurance.

  • It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger for certain legislation.
  • The legislation must relate to protecting mental health care and suicide prevention resources.
  • This may include prohibiting cuts that would impact the ability of the Secretary of Labor, the Secretary of Health and Human Services, or the Secretary of the Treasury to enforce mental health parity rules to strengthen equitable access to mental health benefits as compared to medical and surgical benefits.
  • The changes are allowed provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
