What this amendment would do
Mr. Padilla submitted amendment SA 1115 to the congressional budget resolution for fiscal year 2025. The purpose of this amendment is to add a new point of order to the bill.
What it aims to change or add
This amendment aims to add a rule that makes it not in order in the Senate to consider certain reconciliation legislation, amendments, or conference reports if that legislation would increase costs or otherwise economically harm United States farmers and ranchers who rely on exporting goods.
To bypass this new rule, the Senate would need an affirmative vote of three-fifths of the members who are duly chosen and sworn. That same three-fifths vote is also required to sustain an appeal of a ruling by the Chair regarding this point of order.
