What this amendment would do
Mr. Padilla submitted amendment SA 1114 to the concurrent resolution on the congressional budget for fiscal year 2025.
The purpose of this amendment is to add a deficit-neutral reserve fund related to restoring order and providing stability.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation.
This applies to legislation relating to restoring order and providing stability for individuals and entities receiving grants from the Federal Government. This includes reversing the damage inflicted by Memorandum M-25-13 of the Office of Management and Budget.
The changes can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
