What this amendment would do
Mr. Padilla submitted SA 1103 to be proposed to the concurrent resolution on the budget for fiscal year 2025 through 2034.
The Purpose
The amendment aims to add a deficit-neutral reserve fund at the end of title III. This fund is related to addressing the national mental health crisis, which may include prohibiting cuts to Medicaid coverage and services for mental health care.
Changes to the Bill
It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to addressing the national mental health crisis—including prohibiting cuts to Medicaid coverage and services for mental health care—provided that the legislation would not increase the deficit over the total of fiscal years 2025 through 2034.
