What this amendment would do
Mr. Padilla submitted SA 1102, which is an amendment meant to be added to the congressional budget resolution for fiscal year 2025 through 2034. As folks we voted into office make decisions about our budget, we need to know what they are trying to protect. This amendment is all about holding our elected officials accountable when it comes to healthcare, specifically making it harder for them to cut mental health services.
What The Amendment Changes
The amendment adds a new point of order to the budget rules in the Senate. Here is what that means in plain English:
- It makes it out of order in the Senate to consider certain budget bills, joint resolutions, amendments, or conference reports if they would result in cuts or limitations to Medicaid coverage or services for mental health care.
- To bypass this rule and allow those cuts anyway, it would take a three-fifths vote of the Senators chosen and sworn to waive or suspend it.
- It also takes a three-fifths vote of the Senators chosen and sworn to win an appeal against the Chair's ruling on this point of order.
