A Senate resolution is the Senate speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the Senate agrees to it, it is officially the Senate's word; it is not a law, so the House and the President have no part in it.

What this bill would do

This resolution establishes the Select Committee on Artificial Intelligence in the United States Senate during the 120th Congress. The committee will consist of not more than 13 Senators appointed by the President pro tempore of the Senate. Its primary job is to investigate and study the development, deployment, use, and governance of artificial intelligence. The committee is granted powers to hold hearings, issue subpoenas, employ staff, and report proposed legislation to the Senate. Furthermore, it will examine national security, economic and labor implications, risks to children and consumers, and the use of artificial intelligence by federal agencies. Finally, the committee is instructed to establish procedures for handling classified information and to submit reports and recommendations to the Senate.
