A Senate resolution is the Senate speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the Senate agrees to it, it is officially the Senate's word; it is not a law, so the House and the President have no part in it.

What this bill would do

S. Res. 493 proposes to reduce the pay of Senators if a Government shutdown occurs. For days occurring after the November 2026 general election, the Secretary of the Senate would exclude pay for each 24-hour period the shutdown is in effect. For shutdowns occurring before that date, pay would be withheld and placed in an escrow account. These escrowed funds would then be released to Senators on the pay reduction effective date to comply with the 27th Amendment.
