What this bill would do
The ``Alleviating Spaceport Traffic by Rewarding Operators Act of 2025'' creates a pilot program for intermodal transportation infrastructure. The Secretary of Transportation may issue grants to operators of launch and reentry sites to construct, repair, maintain, or improve facilities. These projects must be located at or near the sites and must support transportation safety or covered activities. Grants are calculated based on the number of launch or reentry operations conducted in the previous fiscal year. The program also allows for supplemental grants when matching funds are provided by qualified entities. This pilot program is set to expire on October 1, 2030.
Who it would affect, and how
Potential Positive Impacts for People
-
Infrastructure Improvements: Operators can use grants to construct, repair, maintain, or improve transportation infrastructure and facilities near launch or reentry sites (Section 2(a), 2(c)). This could lead to better facilities for moving people and property.
-
Support for Transportation Safety: Grants are permitted for projects that directly enable or support transportation safety (Section 2(c)(2)).
-
Financial Incentives for Matching Funds: The bill provides supplemental grants to operators who receive matching funds from qualified entities, such as State, local, territorial, or Tribal governments (Section 2(e), 2(g)(4)). This can increase the total amount of funding available for infrastructure projects.
Potential Negative Impacts for People
-
Grant Limitations and Reductions: There is a cap on how much an operator can receive, and the Secretary has the authority to reduce or decline supplemental grants to stay within the total annual limit of $20,000,000 (Section 2(d)(2), 2(f)(1), 2(f)(2)).
-
Competition for Funds: If multiple operators are adjacent to a Federal launch range, the Secretary must use specific criteria to determine which operator receives the grant, which may result in some operators not receiving funding (Section 2(d)(3)(B)).
