What this bill would do
This bill is called the Taxpayer Transparency and Notice Act. It requires the Internal Revenue Service to send out notices to taxpayers who have unpaid tax balances. Instead of getting these notices just once a year, people will now receive them four times a year. These notices must include an estimate of future penalties and interest, as well as information on programs and services that can help the taxpayer. There are exceptions for taxpayers who have certain payment agreements in place, approved offers-in-compromise, or whose tax debt has been determined by the Secretary to be uncollectible. These new rules will start 24 months after the bill is enacted.
