What this bill would do
This bill is known as the SMART Energy Efficiency Standards Act. It changes the rules in the Energy Policyers and Conservation Act regarding regional standards for furnaces, central air conditioners, and heat pumps. Currently, these energy standards apply to products installed on or after the effective date in designated States. The bill updates this so the standards will apply to products that are manufactured or imported into the United States on or after the effective date. This is a common-sense update to keep our elected officials accountable regarding appliance rules.

Potential Positive Impacts for People
- Section 2: This section changes when regional energy standards kick in for furnaces, central air conditioners, and heat pumps. Instead of applying based on when a product is installed, the standards will apply based on when the product is manufactured or imported. This could make it easier for people and businesses to understand which rules apply to the equipment they buy.
Potential Negative Impacts for People
- Section 2: By shifting the standard to apply based on when a product is manufactured or imported rather than when it is installed, it changes the target for makers and importers. This could potentially create new hurdles for the companies bringing these appliances to the market.
