What this bill would do
The "Prioritizing American Talent Act" aims to limit spending on work authorizations for certain foreign students. It prohibits the Department of Homeland Security from using funds to process or approve employment authorizations for aliens in F or M visa categories unless Congress expressly authorizes that employment. The bill also requires the rescission of unobligated funds from the Immigration Examinations Fee Account related to these authorizations. The Secretary of Homeland Security must determine the amount to be rescinded within 30 days.
