What this bill would do
S. 4663 is known as the ``Florida Freeze Disaster Assistance Act''. The bill appropriates $3,500,000,000 to the Secretary of Agriculture for the fiscal year ending September 30, 2027. These funds are provided to give block grants to States for losses of revenue, quality, or production of crops, trees, bushes, and vines due to a freeze or cold weather condition. The assistance includes compensation to producers for losses of multi-year crops. Funds are made available exclusively for losses occurring in counties that received a disaster designation for freeze and related cold weather conditions issued by the Secretary on March 4, 2026. The Secretary must also submit regular reports to the House and Senate Committees on Appropriations describing the implementation of the assistance.

Who it would affect, and how
Potential Positive Impacts for People
-
Assistance for Crop and Revenue Losses: Under Section 2, the bill appropriates $3,500,000,000 for block grants to States to help with losses of revenue, quality, or production of crops, trees, bushes, and vines caused by a freeze or cold weather condition. This is positive because it helps farmers and producers recover financial losses from bad weather.
-
Compensation for Multi-Year Crops: Section 2 states that the assistance shall include compensation to producers for losses of multi-year crops. This is a positive provision because multi-year crops take longer to grow and recover, meaning producers face longer-lasting financial burdens.
-
Accountability Through Reporting: Section 2 requires the Secretary of Agriculture to submit a report every 120 days and for each fiscal quarter thereafter to the Committees on Appropriations of the House of Representatives and the Senate describing the implementation of the assistance. This keeps our elected officials and the executive branch accountable for how the money is being handled.
