What this bill would do
This bill aims to amend the Homeland Security Act of 2002 to establish the "Providing Individuals Various Opportunities for Technical Training to Build a Skills-Based Cyber Workforce Act of 2025," also known as the "Cyber PIVOTT Act of 2025." The legislation directs the Director of CISA to create the PIVOTT Program, which focuses on providing educational and training resources through partnerships with community colleges and technical schools. Eligible students can receive full tuition scholarships and must complete specific skills-based exercises and internships. In exchange for these benefits, participants are required to fulfill a two-year service obligation in a cyber-relevant role. The program seeks to grow its enrollment significantly over a ten-year period to build a skilled workforce.
