What this bill would do
This bill, known as the "STRATEGIC Minerals Act," aims to boost U.S. economic and national security by securing reliable supplies of critical minerals and rare earth elements. It authorizes the President to negotiate and enter into specific free trade agreements focused on these resources. Before these negotiations begin, the Trade Representative must provide a classified briefing to Congress regarding the feasibility of such agreements. The act establishes several negotiating objectives, including strengthening supply chains and promoting sustainable practices. Additionally, it amends the Defense Production Act to allow certain businesses in partner countries to be treated as domestic sources under specific conditions. The authority to negotiate these agreements is set to expire on July 1, 2035.
