What this bill would do
The COST Act aims to require public disclosure of the costs associated with any program, project, or activity supported by Federal funds. Agencies and entities, such as state or local governments and research grant recipients, must state the percentage and dollar amount of Federal funds used. They must also disclose the percentage and dollar amount provided by nongovernmental sources. These disclosures are required in documents like press releases and bid solicitations, excluding communications under 280 characters. The Director of the Office of Management and Budget will perform annual compliance reviews and publish the findings. Additionally, a mechanism will be created for the public to anonymously report noncompliant communications.
