The study area includes the Orient Point facility and all property, infrastructure, and transportation assets used for Plum Island operations and access. The Secretary is tasked with determining if the land should become a unit of the National Park System or the National Wildlife Refuge System. It also considers providing protection for the area through other means. The study requires evaluating national significance and consulting with various interested parties.
