What this bill would do
This bill requires the government to create standards to make open government data ready for artificial intelligence. The National Institute of Standards and Technology must develop these standards and guidelines in consultation with other federal offices. The public is given an opportunity to review and comment on these proposed standards through the Federal Register. Once finalized, the President will require federal agencies to adopt and adhere to these rules. Additionally, the National Oceanic and Atmospheric Administration must ensure its data supports artificial intelligence integration for forecasting and provide annual briefings to Congress.

Potential Positive Impacts for People
-
Public Involvement in Rulemaking: Section 2 (adding section 37(c) to the National Institute of Standards and Technology Act) ensures the public has at least a 60-day window to comment on proposed standards and guidelines, allowing individuals and groups to provide direct feedback and hold officials accountable.
-
Privacy and Security Protections: Section 2 (adding section 37(b)(3)(F) to the National Institute of Standards and Technology Act) mandates that open government data assets must be secure and protective of individual privacy to the greatest extent practicable, which benefits the public by safeguarding personal information.
-
Data Accessibility: Section 2 (adding section 37(b)(3)(B) to the National Institute of Standards and Technology Act) requires open government data to be available for download on a publicly accessible website, through web-scraping, or via other convenient methods, giving people easy access to federal data.
-
Better Weather and Environmental Forecasting: Section 4 requires the National Oceanic and Atmospheric Administration to integrate artificial intelligence and machine learning into its operational forecasting using its data assets, potentially improving forecasts, model analyses, and environmental observations for the public.
Potential Negative Impacts for People
- Potential Burdens from Compliance Costs: While the text outlines duties for agencies and officials, the broad requirements for agencies to update information technology and high-performance computing acquisitions to account for these standards (found in Section 3, adding section 701(b)(3) to the National Science and Technology Policy, Organization, and Priorities Act of 1976) could place administrative and financial burdens on the government, which ultimately impacts taxpayers.
