What this bill would do
The Ensuring Coast Guard Readiness Act proposes an exception to the current prohibition on building Coast Guard vessels in foreign shipyards. Under this bill, the President could authorize such construction if it serves the national security interest of the United States. The foreign shipyard must be located in a NATO member country or a country in the Indo-Pacific region with a mutual defense treaty with the U.S. Additionally, the construction cost must be lower than building it in a domestic shipyard. The President must notify Congress of these determinations, and a 30-day period must pass before a contract is made. Finally, the Commandant must certify that the foreign shipyard is not owned or operated by a Chinese company or a multinational company domiciled in the People's Republic of China.
