What this bill would do
This bill establishes the Disaster Recovery Improvement Task Force under the leadership of the Federal Emergency Management Agency. The task force includes representatives from numerous federal agencies, state governors, and county commissioners who have experienced natural disasters. Within one year of the bill's enactment, this task force must submit a comprehensive report identifying programs, funding mechanisms, and bottlenecks related to disaster relief. The report must also contain recommendations to expedite disaster relief efforts and improve interagency coordination. Additionally, the task force is required to submit an implementation report detailing which recommendations will be carried out. No additional funds are authorized to carry out this Act, and the task force will terminate after its work is completed.

Potential Positive Impacts for People
-
Section 3(b)(1)(C) and (D): This provision includes state governors and county commissioners representing areas that have experienced hurricanes, wildfires, tornadoes, and earthquakes directly on the task force. This is a positive step because it ensures that local officials with firsthand disaster experience have a direct voice in shaping federal recovery policies.
-
Section 3(c)(1)(B): This provision requires the task force to make recommendations to streamline temporary programs, improve application processes, and reduce delays in funding reviews. This could positively benefit individuals and communities by making disaster relief money much easier and faster to access.
-
Section 3(c)(1)(G): This provision requires the task force to provide recommendations on how outgoing and incoming presidential administrations can ensure the uninterrupted delivery of disaster relief funding during transitions. This is a positive outcome for the people because it aims to prevent bureaucratic delays of critical aid during changes in government leadership.
Potential Negative Impacts for People
- Section 3(d): This provision explicitly states that no additional funds are authorized to be appropriated to carry out the Act. This could be viewed as a negative burden because forcing existing agencies to take on these new task force duties without extra funding might strain current resources and slow down regular agency operations.
