What this bill would do
This bill is called the Securing Infrastructure from Adversaries Act of 2026. It stops the Secretary of Transportation from signing contracts with, or giving grants to, any group that uses certain foreign-made light detection and ranging technology, also known as LiDAR. Under the bill, entities must certify that they are not using this specific foreign technology before getting a contract. The Secretary is also blocked from using loan or grant funds to buy or use this foreign LiDAR equipment. These new rules generally start applying to funds and contracts on June 30, 2026. However, the Secretary can issue waivers if it is in the national interest, and the rules do not apply to certain vehicle safety testing, research, and regulatory exemptions.
