What this bill would do
The Sanctuary Jurisdiction Event Security Enhancement Act aims to change how Federal funds are used for Special Event Assessment Rating (SEAR) support. It establishes eligibility requirements that prevent "sanctuary jurisdictions" from receiving these funds for events held within their borders. The bill defines a sanctuary jurisdiction as a State or political subdivision that restricts the exchange of immigration status information or refuses to comply with certain Department of Homeland Security detention requests. If a jurisdiction is deemed a sanctuary jurisdiction and fails to certify immigration law compliance, its SEAR funding is withheld. These withheld funds are then reallocated to U.S. Immigration and Customs Enforcement (ICE) for enforcement efforts. The reallocation prioritizes public safety threats and mandates that at least 50 percent goes toward border-related removals and enforcement.

Targeted Public Safety Enforcement: Reallocated funds are given priority for activities that address public safety threats, such as the arrest, detention, and deportation of gang members, convicted criminal noncitizens, and individuals on terrorist watch lists (Section 5).
-

-
Reduced Funding for Local Event Security: The bill results in the reduction of expenditures for SEAR support in specific jurisdictions, which are then redirected away from those local areas (Section 4 and Section 5).
