What this bill would do
The Commitment to Aid Workers Act aims to establish a Special Envoy for Humanitarian Aid Workers who holds the rank of ambassador. This Special Envoy is tasked with investigating the death, fatal injury, or detention of aid workers and advocating for better coordination and security for humanitarian missions. The bill also creates an Aid Worker Independent Inquiry Group to analyze such incidents. Additionally, the Act prohibits security assistance and defense articles from being provided to foreign countries that unlawfully kill or injure aid workers, unless specific corrective actions are taken. Finally, the Special Envoy is required to submit annual reports to Congress regarding humanitarian environments and United Nations deconfliction efforts.
