What this bill would do
The Veterans Visa and Protection Act of 2025 requires the Secretary of Homeland Security to create a program allowing noncitizen veterans to return to the U.S. as lawful permanent residents. It allows the Attorney General to reopen removal proceedings and rescind removal orders for eligible veterans. Noncitizen service members and veterans generally cannot be removed from the U.S. unless convicted of a crime of violence. The bill also provides pathways for these individuals to seek naturalization and access military benefits. Additionally, it mandates that the government identify and track noncitizen service members to prevent improper removals.
