What this bill would do
The Safety Funding Parity Adjustment Act of 2025 creates a process for the Secretary of Transportation to adjust highway safety funding. The bill focuses on the relationship between section 402 funding and section 405 funding. Depending on whether these funds increase or decrease compared to the prior year, the Secretary may move money from section 405 to section 402. These adjustments are intended to maintain a specific ratio of funding increases between the two sections. The rules take effect on October 1, 2026.

Potential Positive Impacts for People
- Increased Section 402 Funding: Under section 2(c)(3)(B) and section 2(f), the Secretary can add funds to section 402 funding by reducing section 405 funding. This results in more money being available for the purposes of section 402 of title 23, United States Code.
Potential Negative Impacts for People
- Reduced Section 405 Funding: Under section 2(c)(3)(A), section 405 funding can be reduced proportionately to increase section 402 funding. Additionally, under section 2(f)(1), the full amount of any increase in section 405 funding could be transferred to section 402 if section 402 funding has decreased. This reduces the total money available for the purposes of section 405 of title 23, United States Code.
