What this bill would do
This bill is known as the Department of Defense's Cost of 'War' Act of 2025 or the DoD COW Act of 2025. It requires that any money used to pay for renaming the Department of Defense to the Department of War must come directly from the travel budget of the Secretary of Defense. If those travel funds are not enough to cover the costs, the remaining amount must be paid by reallocating travel funds from the secretaries of the military departments. The bill defines covered costs as those associated with changing the name on physical signage, websites, stationary, printed media, and digital media owned or operated by the United States Government. It also requires the Secretary of Defense to submit a report to Congress on the total amount spent on these costs not later than one year after the enactment of the Act. Finally, it states the sense of Congress that the name of the Department can be changed only by an Act of Congress.
