What this bill would do
This bill, known as the "STOP Scammers Act," directs the Secretary of the Treasury to designate certain organizations as "Foreign Financial Threat Organizations." These organizations are foreign entities that engage in fraudulent activity to deceive United States citizens or lawful permanent residents into providing cash or assets. The Secretary must make the first designation within 90 days of the Act's enactment. Designated organizations can have their financial transactions blocked and are subject to similar penalties as specially designated global terrorist organizations. Additionally, the government may take actions to limit these organizations' access to internet or cellular services.
