What this bill would do

This bill allows owners or operators of pipeline facilities to use risk-based inspections for in-service breakout tanks. These inspections would count toward complying with existing requirements under title 49 of the United States Code. The bill also directs the Secretary of Transportation to revise specific regulations to accommodate this change. This revision should happen through the Pipeline and Hazardous Materials Safety Administration as soon as practicable after the bill becomes law.
